Who Are Bristow And Sutor Bailiffs?

Bristow and Sutor is one of the UK’s longest-established enforcement agencies, founded in 1977 and based in Redditch, Worcestershire. They describe themselves as the UK’s leading provider for the collection of council tax debt, penalty charge notices, and non-domestic rate debts for the public sector. They work with over 140 local councils across England and Wales.

Bristow and Sutor’s parent company, Sovereign Capital Partners (a private equity firm), acquired them through a management buyout in 2017. Bristow and Sutor are accredited by the Enforcement Conduct Board and members of CIVEA (Civil Enforcement Association), which means they operate under strict industry standards. The debts they collect include council tax arrears, business rates, parking penalty charge notices, housing benefit overpayments, former tenant arrears, and commercial rent.

Bristow and Sutor agents are certificated enforcement agents and must follow the Taking Control of Goods Regulations 2013. They have to follow a strict process before taking any action, and that process gives you time and rights to act.

01

Can Bristow And Sutor Bailiffs Force Entry?

This is one of the most searched questions about Bristow And Sutor and the answer matters before you do anything else. Many people open the door out of fear, not realising they do not have to.

Short Answer

In most cases, no. Bristow And Sutor cannot force entry into your home for council tax, parking fines, or most civil debts. They can only enter through an open or unlocked door, or if you invite them in.

For council tax debts, Bristow and Sutor cannot force entry into your home on a first visit. They can only enter through a door or window that is already open or unlocked. This is known as peaceful entry.

There are limited exceptions. Bristow and Sutor primarily enforce council tax and local authority debts under Magistrates Court Liability Orders. If they have previously been inside your home and made a Controlled Goods Agreement, they may be permitted to return using reasonable force. For income tax, stamp duty, or certain criminal fines, additional powers may apply.

There have been reports of Bristow and Sutor agents attempting to enter properties in cases where entry was not lawful. Always check the paperwork carefully. If you are unsure what debt they are collecting, ask them to post the Notice of Enforcement through your letterbox and call us before you do anything else.
